Office of Sponsored Research and Programs
The Office of Sponsored Research and Programs (OSRP) promotes externally funded research, instruction, public service, academic and institutional support, enhancement, and scholarship and fellowship projects at Southeastern Louisiana University.
All projects seeking external funding (through grants, contracts, agreements, etc.) must be reviewed and approved prior to submission to granting agencies. The review process begins with approval of the principal investigator's department and college. OSRP and administration require fourteen working days to complete the remainder of the review and approval process. Only proposals approved by Southeastern's administration may be submitted to external agencies.
All proposals for external funding are electronically routed through the Southeastern Workday GRANTS Module.

On April 4, 2022, the federal government stopped using the DUNS Number to uniquely identify entities. Now, entities doing business with the federal government use the Unique Entity ID (UEI) created in SAM.gov.

Ethics Update: January 2021 - Under La. R.S. 42:1115.2, public servants may accept complimentary admission (including complimentary registration fees for virtual conferences), lodging, or transportation, or reimbursement for such expenses if the following conditions are met:
- Prior to attendance, an Internal Routing Formmust now be submitted and approved by the Agency Head along with the Louisiana Board of Ethics’ Form 413. The President has delegated the authority to approve such requests, in accordance with the guidelines, to each divisional Vice President.
- Once approved, forms must be submitted to the Controller’s Office.
- The Controller’s Office will submit Form 413 to the Board of Ethics within 60 days after acceptance.
- Forms not approved prior to attendance will notbe processed and either the Department or the employee will be responsible for covering any related costs.

2021-2022 Fringe Rate - For all 2021-2022 proposals, PIs should use 38% as the fringe rate for full-time salaries/wages. For supplemental pay, PIs should use 28%. Contact OSRP for special circumstances.
2019-2023 Indirect Cost Rate - 38.6% of Modified Total Direct Costs. Contact OSRP for details and assistance.

OMB Revises Grants Management Guidance
